Teton Mobility Corridor Improvements BUILD Grant Project

What is BUILD? The Teton Mobility Corridor Improvements BUILD Grant Project will implement a series of multimodal improvement projects along the ID SH 33/WY-22 corridor between Driggs, Idaho and Jackson, Wyoming. These projects will connect residents and visitors to many of the region’s economic generators, including Grand Targhee Resort, the cities of Driggs and Victor, Jackson Hole Mountain Resort, and the Town of Jackson.

BUILD is the previous iteration of the current RAISE Grant program.

Program Components

Two transit centers
A new park-and-ride facility
8.5 miles of connections in the pathway network
Signal timing for transit vehicles
Four new regional commuter buses
Two electric local buses
Safety & travel upgrades to rural highways

Study Considerations

The Teton Mobility Corridor Improvements (TCMI) BUILD Grant Project was awarded $20 million in federal BUILD (Better Utilizing Investments to Leverage Development Transportation Discretionary) grant funding in 2020. The TMCI is a collaborative group of public, private, and non-profit organizations, spanning both sides of the Tetons and lead by Teton County. THE TMCI Project was successful in securing an additional $5 million dollars in 2022, bringing the total grant amount to $25 million dollars.

Purpose and Need

The grant addresses long-standing transportation needs of area residents and visitors and will improve mobility and public safety along the congested ID SH 33/WY-22 corridor. The program will provide:

  • Improved travel choices
  • Connections for transit
  • Expanded pathway system
  • Safer highways for all travelers

Cost & Funding Estimates

Although COVID-19 has taken a heavy toll on the region’s economy, project partners have assembled a local match of nearly 25% due to the critical importance of the TMCI. Let’s take a look at the funding sources.

Community Benefits

The Teton Mobility Corridor Improvements BUILD Grant Project will provide comprehensive benefits to communities within Teton Valley and Jackson Hole. These benefits are especially important as the effects of COVID-19 are felt on local budgets throughout Idaho and Wyoming communities. These projects will not only strengthen and hasten economic recovery but will also optimize and streamline operations for transit while making active transportation trips possible and convenient for local residents. We’ve explored the benefit-cost ratio of the 13 projects included in this program.

What is an Advisory Bike Lane?

Advisory shoulders create usable shoulders for bicyclists on a roadway that is otherwise too narrow to accommodate one. The shoulder is delineated by pavement marking and optional pavement color. Motorists may only enter the shoulder when no bicyclists are present and must overtake these users with caution due to potential oncoming traffic.

Greater Yellowstone Trail: Teton Pass Trail

It is anticipated that the Trail Creek Campground will be temporarily closed so that the project contractor can complete clearing and grubbing along the adjacent segment of pathway while maximizing public safety. During the campground closure, the project proponents will rent the entire campground facility. It is anticipated that the temporary closure will occur for a 10 day period in the summer of 2024. After the temporary campground closure, the facility will re-open to the public for normal operations during the remainder of the construction effort; the campground will not be used for equipment access to the project area during the remaining phases of project implementation.

There is a primitive spur road off of Highway 22 that is occasionally used to access the Burbank Creek trailhead located at approximate pathway stationing 52+00 feet. The new Teton Pass Trail will link this trailhead to a formal trailhead located at the Trail Creek Campground, located approximately 1 mile to the west. The project will effectively relocate the Burbank Creek Trailhead to the Trail Creek Campground, where amenities including signage, kiosk, and parking facility will provide improvements to the trailhead.

Wilson Multi-Modal Transportation Study Finalized and Used as Basis for Project Design

Over the past twenty years increasing population and regional traffic has led to increased community character, safety, and speeding issues within Wilson. In 2017, a concerned group of Wilson residents discussed these issues with WYDOT and Teton County and a study was commissioned in late 2019 to investigate potential solutions. The purpose of the Wilson Multi-Modal Transportation Study, therefore, is to develop a long-range transportation plan in collaboration with Teton County and the Wyoming Department of Transportation (WYDOT) that will improve safety for motorists and non-motorists on and adjacent to WY-22 through the unincorporated Community of Wilson in a manner that is sensitive to the local character while achieving consensus from the numerous project partners.

What is Active Transit Priority?

Transit signal priority technology adjusts the timing of traffic signals to accommodate transit vehicles (buses) as they approach the intersection. This type of traffic modification allows buses to run more reliably (on time), especially when there are long distances between traffic signals.
